Chairman Safarik and Council Members,
I am writing in regards to the upcoming council hearings for the re-tuning by Suffolk
Investment, LLC on The properly across from Pualani Estates. Specilfcally Bills 29,
30, 31 and 32. Wrthi the possibility of 350 new homes and a shopping center on that
land, it is foreseeable that vue are looking at over 1000 or more cars requiring access
to and from that area. Certainty it is plain to see that with this addfional traffic across
from the Pualani road, a traffic signal at that location sooner before later will be
installed.
I do understand that k>w cost housing is badry needed here. The big question is -
does this developer really mean he will offer true low cost affordable i?ousing or is
this just another gimmick to sell the project to the County? Their recent statement that
the proposed shopping center will "reduce traffic" is logically incorted and just seems
like another ploy to get approval for this devebpmeltt.
If for a moment we look at what has happened when the traffic light was installed on
Queen "K" Hwy. at the °Old Dump Road" where the Kona police station is, it is no less
than a disaster. As you probably are aware the traffic is now backed up all day at
least to Makala Blvci. and beyond to the South and to Kealakehe Pkwy to the North.
In other words, what was a bad situation is now much worse. When the traffic light is
installed at the proposed intersection (Pualani et al), the last vestige of free flowing
traffic On this sed'wn of Hwy 11 will begone. With no improvements planned On
Highway 11 past Henry Street, navel to and from the South cannottolerate any more
road blocks.
Of course the answer is no traffic lights and the use of alternate traffic flow patterns fp
eliminate the problem
I suggest a very feclsible plan that would allow no left toms in or out of this
proposed devebpment This could be accomplished by allowing right toms into
Highway 11 for traffic going South and right toms only at the lower end of the project
merging into Kuakini Highway for traffic going North to Kona- No left toms off either
highway would be allowed or necessary. Traffic could tom right off of Hwy. 11 coming

from Kona and tn3ffic coming from the South would utilize the existing left tum onto
Kuakini hwy. then a right tum into the proposed development.
I would hope &ratrf this development were approved, uutilization of this plan would be
seriously considered. Of course, the number one option would be that no new
developments of this size will be approved until major improvements are made to our
arterials-
We would hope that you may help control the bourgeoning development without
infrastnuxure in the southerly direction from Kona. Pete and Angel, as planning
committee chairs., please envision that all traffic lights on Hwy. 11 wen: replaced with
round-abouts or overpasses. No highway parking or left turns (at least during rush
hours) in Honab, Kainatu and Kealakelcua. You may see the same old Highway but
without the twmper to bumper traffic.
