Re: Resolution for multi-year leases
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year
for two (2) copiers for the Department of Finance Real Property Tax Division Offices in
East and in West Hawaii. Their current copiers, which are constantly being repaired
which causes many non-operational periods, are owned by the Department and are
covered under maintenance contracts. The acquisition of these new copiers will provide
the offices with more technically advanced machines and will result in cost savings.

A. REQUEST:
To enter into amulti-year lease agreement for five (5) years for two (2) copy
machines in the following locations: Hilo Real Property Tax Office and West Hawaii
Real Property Tax Office.
B. BACKGROUND AND JUSTIFICATION:
The present machines in the offices are constantly being repaired which cause many
non-operational periods, often in excess of a day. The lease will provide the offices
with more technically advanced machines that will also act as a network duplex
printers, scanners, and FAX machines. Our current cost to operate the existing
machines is approximately $501.63 per month. This does not include the cost of the
FAX machine in the West Hawaii office (approximately $20.00 per month). This
lease will also provide the West Hawaii office with a duplex printer that they
currently do not have. Also the monthly cost of the maintenance contracts on both of
current machines is expected to increase upon renewal due to the ages of the
machines. The monthly cost of these two machines on a lease would be $492.70.
This would be an immediate savings of $28.93 a month. It would actually be larger
if we could calculate what the higher maintenance contract costs would be, and
factored in the increases in toner cartridge costs over the next five years. Attached
is a copy of the cost analysis prepared by Xerox on both machines.
