Re: Bills 16 and 18 relating to recycling of green waste.
Aloha, Councilmen:
Hills 16 and 18 appear to have good intent, and I am excited to _
see that recycling is finally getting the attention and action it
deserves. However, with time, fuel, and traffic considerations
weighing heavily upon our residents and businesses, the
recycling/disposal of waste must be made as efficient and
accessible as possible.
I hope that you will reconsider any legislation which would remove
the handiness of green waste recycling for commercial users and
that you would, in fact, insure that it becomes MORE HANDY over
time. Being in the plant business myself, I hear and understand
the concerns of landscapers who wish to do the right thing by
properly disposing of their cuttings and other green waste.
However, I know that many will take the easy route if forced to
drive huge distances in already outrageous traffic to dispose of
that refuse.
I believe that it is up to our council people to put themselves in
the shoes of, in most landscaping cases, very small business
people whose livelihoods could be made or broken, not just by the
cost of disposing the waste (which many seem willing to pay for),
but for the extra time and costs associated with taking it large
distances for disposal. Additionally, driving long distances to
dispose of refuse is counterproductive when the use of fossil
fuels to do so is excessive.
Recycling is necessary to protect Hawaii Island's natural
resources. I welcome the County's efforts to design and refine
their recycling processes so that we become a model for
sustainable use and final disposal of those resources.
