Just a very brief note about the 5 yr. leases for 3 copiers for the Police Dept. Please be sure that these "advanced copiers" can easily copy on both sides of a sheet of paper. Not only is it more economical and environmentally-friendly, it is also a State mandate: "State HRS: [§342G-44] Double-sided copying. Double-sided copying shall be standard operating = practice for all state and county agencies, ' offices, and facilities, as available and ` appropriate. To increase double-sided copying, each agency in coordination with the department of accounting and general services, each appropriate county entity, and the office, shall establish a schedule for the replacement of single-sided copying machines with double-sided copying machines for all high volume and other targeted machines that may be identified through the conduct of waste evaluations. Mark Development is a local affordable housing developer and property manager. We have built over 1700 units exclusively below market housing in Hawaii. I As an affordable housing developer, I would like to comment on the proposed Bi1125. Bi1125 i will hurt the Coutriy of Hawaii, not help. It is a return to the failed housing policy of the 1980's. Subsidizing affordable housing a9 Bill 25 proposes would only cause an inflation of market prices with no relation to then value - i.e., a bubble economy and housing market. I urge you to vote against Bill 25. I hrstoad, the County should focus on: 1. Making the land use and zoning process more efficient. 2. Pass laws that reduce the cost of insurance (tort reform) far workers comp, general liability, property, health, professional GabiGty, etc. Largest indirect cost of housing. - ~ 3. Pass laws that make it less costly far property managers of low income housing to manage, especially on evictions and making legal aid pay all legal cost if they lose. j 4. Build the infrastructure that you're supposed to with the current impact fees we pay. 5. Partner with State and Federal housing agencies, like DHHL, HCDCH, HUD and RD. ~ 6. Simplify your subsidy programs to complement State and Federal housing programs. 7. Take any unused Section 8 vouchers end turn them imo project based Section 8 to drive affordable rental development. 8. State and Cou~y should privatize governnt~t ownod housing projects, selling them to buyers using the unlimited 4% Low Income Housing Tax Credits and Tax exempt Revenue Bonds. Take the proceeds and use that to finance the developmem of new ' affordable housing. 9. Focus, support workforce training in the construction trades. These are just some ideas and concepts that County leadership should work on {f~you ~ want to address the true causes to the lack of affordable housing.
