I come before you to express my concerns on the proposed affordable housing policy. First of all we do need more affordable housing -anyone concerned about our residence would agree. I too agree the 10 percent requirement and in lieu fee was too low. I do, however, disagree with a 30 percent requirement; my concern is what will the adverse effects be to our economy? Will this amount put the Developers out of their margins and stop subdivision development? I feel we need to look at OUR County's situation without trying to compare with other counties or states. Because our roadways follow the perimeter of the island our county rarely provides water or wastewater facilities, it would not be feasible. Before a subdivision project can begin here the expenses you incur for water wells, treatment plants, drainage, and green belts are very costly. I hope there was some kind of study on this 30 percent and this number is not just something out of the sky. It would be a shame if the opposite occurred and no subdivisions get built thus no affordable homes. The effect would be no supply for demand which equals sky rocket prices for median income homes. Which will not depreciate only idle but what did you just do to our young families who have been here for generations and can't afford a home. If you vote for the 30 percent your support is for the small group of people who have several homes and want to see the market escalated, if you vote for a compromising requirement which encourages subdivision development that would be a favorable vote for the majority of the Big Island.
