Plan To Protect is a SOlc3 organization formed to encourage land use and economic
development decisions that reflect Sustainable Development and Smart Growth policies.
Plan To Protect is pleased to be able to submit testimony in support of Bill 163, Draff
4. We believe that once adopted by the County Council, the new General Plan for the
County of Hawaii will supply needed tools to move the County of Hawaii away from
reactive growth decisions and toward planned growth decisions based on Sustainable
Development and Smart growth policies.

Smart growth is development that serves the economy, the community, and the
environment. It changes the terms of the development debate away from the traditional
growth/no growth question to °how and where should new development be
accommodated."
