Dear Councilman llotTman.
f have heard that you will be presenting a resolution to the Cnunly Council to n;qucst an
Environmental Impact Statement for the Superl'erry. (am writing in suppnn of that
resolution. 1 don't can: WHO has to do it -the Supctfcrry or the DOT -but t feet it is
needed to avoid doing irreparable damage to our islands and the Bras That surrrnmA them.
If 1 wanted to build a house, and went to the Ltuildmg Department for a Lx:nnit, they
would ask to sec a PLAN. ]t would have to be a dctailod plan, on paper, with precise
locations uCall tmpurtunlp~rls, such as driveway, septic tank, grttding, sal-backs. spacing
of souls, roofing plan, etc They would not give me a permit base) on my assurances that
r would make sure everything was addressed.
And yet that is pn:cisely what the Suporferry is trying to do. They're telling us that they
will Cover everything I have heard John Gat7baldi speak, and the mots [hear, the more 1 ~
worry. The Supcrfcrry MAY, in fact, be a goad thing, and I atn not against it, per se, but
I am very Concerned about the lack of planninb, afiout the band-aid approach of saying
we'll fix t}mt later.
1 am concerned that Kawaihae will suffer if the planning phase is passed over. For
example, cven'ane s~wms to agree that a traffic tight will be needed at the mlersection of
Kawaihac Road and Queen Kaahurnanu Highway, yet the Depanmcnt ufTransportation
is up-front about the fact that they do not have money to install one. Wouldn't it bc; a

In shoe, f am NO7 AGAINST the Superferry. I am FOR proper plunnma, doing it right
the first lime, avoiding - as much as possihfe increaccd congcstivit and pollution on our
roads end in our harbor and in our ocean. Tam hoping you can convince yvur fellow
council mcmtx.rs to follow the lead oCkauai and Maui by passing a resolution That
