Your Committee on Finance, to which was referred Bill No. 49, reports as follows:
Bill No. 49, transmitted by Director of Finance William Takaba, via Communication No. 145,
dated March 2, 2005, amends Ordinance No. 04-75, as amended, the capital budget, ending
June 30, 2005, by adding the following project:
ENVIRONMENTAL MANAGEMENT:
I Ionokohau Harbor Effluent Rcuse -County 1 10-699-5697.89 $ 400,000
Honokohau Harbor Effluent Reuse - SRP 1 10-699-5697.90 $2,600,000
Funds for this project shall be provided from:
General Obligation Bonds $ 400,000
State Revolving Funds (SRF) $2,600,000
The Kealakche Wastewater Treatment Plant (W WTP) was originally built with the intent of
reusing effluent as a valuable water resource. This effluent reuse line will be installed from the
I Ionokohau Harbor to Hcnry Street in conjunction with the department of transportation's Queen
Ka'ahumanu Widening Project. This is in conformance with the County of Hawai`i's Effluent
Reusc Master Plan to provide Effluent Reuse water to areas in the vicinity of the Kealakehe
W WTP.
Pursuant to section 10-6(d), Hawai'i County Charter, the council may amend the capital budget
for that year with atwo-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 49 and
recommends it pass first reading.
