Your Committee on Finance, to which was referred Resolution No. 58-05, reports as follows:
Resolution No. 58-05, transmitted by Director of Finance William Takaba, via Communicatio?
No. 146, dated March 2, 2005, creates an Architectural Drafting Technician I position for the
department of parks and recreation.
The need for drafting services for the department of parks and recreation has grown
tremendously due to the continued aging and deterioration of its sites and facilities. The
department of public works performed this service in the past, but recently has not been able to
provide assistance. On I'ebruary 28, 2005, the Committee on Finance recommended passage of
Bill 40, as amended to Draft 3, which includes the appropriation of funds for this position.
Pursuant to article V, section 5-1.3(c), Hawaii County Charter, states that the Mayor has the
power to "Create positions...for which appropriations have been made by the council and
abolish positions with the consent of the council."
fhcre was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 58-OS
and recommends its adoption.
