Your Committee on Finance, to which was referred Bill No. 53, reports as follows:
Bill No. 53, transmitted by Councilmember Bob Jacobson, via Communication No. 156, amends
Ordinance No. 04-75, as amended, the capital budget, ending June 30, 2005, by adding the
following project:
PARKS & RECREA"PION:
Coastal land acquisition 1 10-599-5599.56 $500,000
Funds for these projects shall be provided from:
General Obligation Bonds, Capital Projects Fund- $500,000
Fund Balance and/or other Sources
Funds will be used for the preservation of various coastal areas in Ka`u. Working with State and
Federal authorities, this measure will allow the County to help preserve coastal open space,
enhance public access to recreational areas, and provide for continued cultural practices.
Pursuant to section 10-6(d), Hawai`i County Charter, the council may amend the capital budget
for that year with atwo-thirds vote.
Your Committee amended the bill to include the location of the coastal land acquisition to be "at
Honu'apo'".
Your Committee on Finance is in accord with the purpose and intent of Bill No. 53, as amended
to Drafr 2, and recommends it pass first reading.
