SUBJECT: Nomination of Dain P. Kane to the National Association of Counties
(NACo) Western Interstate Region (WIR) Board of Directors
The HSAC By-Laws require that all four Counties approve nominations to the WIR
Board of Directors. At the last meeting of the Hawaii State Association of Counties (HSAC)
Executive Committee on March 21, 2005, the nomination of Dain P. Kane to the National
Association of Counties (NACo) Western Interstate Region (WIR) Board of Directors was
approved. Your consideration of this matter is appreciated.

RF: Request to Waive Consideration of Nomination to the National Association of Counties (NACo)
Western Interstate Region (WIR) Board of Directors to the Full Council
Pursuant to Section 1(g) of Rule 4 of the Procedure of the Council of the County of Hawai `i, I request
your support for waiver of this matter from my Committee on Public Works and Intergovernmental
Relations for consideration and approval by the full Council at its next scheduled meeting on March 16,
2005.
Due to the lengthy confirmation process for approval of representatives to the NACo WIR Board of
Directors, the HSAC staff has requested our Council's consideration of the nomination of Dain P. Kane,
President, Hawaii State Association of Counties (HSAC), to the National Association of Counties (NACo)
Western Interstate Region (WIR) Board of Directors as soon as possible. Action requested: Nomination of
HSAC President Dain P. Kane to the National Association of Counties (NACo) Western Interstate
Region (WIR) Board of Directors to the Full Council.
It is therefore advantageous that approval is granted for this matter to be placed onto the next Council
agenda for review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Public Works and Intergovernmental Relations for
placement on its future agenda.
