Safarik, Chairman And Council Members FROM: Stacy Higa Council Member RE: Resolution No. 68- 5, Dra 2 Requesting an Environmental Impact Statement for Superferry Project This is to transmit Resolution No. 68-05, Draft 2, which was distributed at today's Planning Committee meeting. Draft 2 deleted the 6°--1 1'; 15'x, and I T~ WHEREAS clauses. These clauses reference (1) $40 million of public funds Co facilitate the Superferry, (2) chapter 343, Hawaii Revised Statutes, use of state funds or lands trigger, (3) the public utilities commission decision, (4) the department of transportation EA or EIS exemption, (5) Hawaii administrative rule § 11- 200-8 regarding exemptions, (6) marine life and infrastructure, (7) foreclosure sale of a superferr} between Ontario and New York, and (8) the Lingle administration. Draft 2 also included the Hawaii delegation to Che State Legislature to receive copies of the resolution. Fhe motion to amend Resolution No. 68-OS with Draft 2 was made and seconded. Att. MAY or y~ Idly COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 68-05 Draft 2 (Ramseyer Version) RESOLUTION REQUESTING THE PREPARATION OF AN ENVIRONMENTAL IMPACT STATEMENT FOR THE PROPOSED STATEWIDE HAWAI`l SUPERFERRY PROJECT WHEREAS, the Hawaii Superferry, in association with Austal USA, is proposing to provide roundtrip ferry services daily between the islands of Hawaii, Kauai, Maui and Oahu, commencing in 2007; and WHEREAS, this service will provide Hawaii with the world's newest and largest passenger vehicle catamaran, connecting the islands with a new "H4 highway" which could transform our communities, positively and/or negatively; and WHEREAS, Hawaii Superferry intends to provide an efficient, environmentally friendly, state-of-the- art ferry service for passengers and vehicles between the islands at approximately half the price of flying; and WHEREAS, this system could expand the transportation infrastructure and economy by lowering the cost of travel and shipment of goods and agricultural products; and WHEREAS, this Council supports the Superferry project in order to bring us closer to families, friends and events on other islands; and ~~~nd , F ,...a..l .,.I ,...a ..a..ao... o..a. ,,,,,1 xxdllli DL` A e al.o ..a..ao ,J ~.....-«...,..,a ..F «~,.......,..-«..a:,... i.,... o., o.....ao,J al.o u.... G...~rf FF..,.a «,.a ,...1. r:..e I'Fe L..? ..I G....a~ .,.a .o L...,I WHEREAS, an environmental impact statement would help the County and the State plan to address issues such as restroom facilities and parking at Kawaihae, road capacity coming to and leaving Kawaihae, and the spread of invasive alien species; and WHEREAS, an environmental impact statement also addresses economic issues; and WHEREAS, an environmental impact statement can discuss the experience of similar projects in other locations; and WHEREAS, it is not the Council's intent to delay or stop the Superferry, but rather to ensure [hat all the possible impacts of the Superferry are addressed prior to its arrival in order to protect Hawaii's people and its environment; and WHEREAS, the counties of Maui and Kaua' i have called for an environmental impact statement on the Superferry project. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAFI that the County Council requests that the State department of transportation prepare an environmental impact statement prior to the commencement of the Hawaii Superferry operation. BE IT FINALLY RESOLVED that copies of this resolution be transmitted by the County Clerk to the Honorable Linda Lingle, the department of transportation, the Congressional delegation, the Speaker of the State House, the President of the State Senate; the Hawaii delegation to the State Legislature, and the County Councils of Honolulu, Kauai and Oahu.
