Re: New Positions for the Building Division
The Department of Public Works expects an increase in this fiscal year's Building Permit
revenues and wishes to use part of it towards the funding of 5 new positions in the Building
Division. Enclosed is a bill for an ordinance amending the Operating Budget by increasing the
Building Permit revenue account by $44,124 and appropriating it into the Building Division's
salaries and wages accounts.
Also enclosed is a resolution creating a Building Permit Clerk position, a Building Inspector
position, an Electrical Inspector position, and two (2) Building Plans Examiner II positions for the
Department of Public Works. The amount of building permit applications has grown considerably
over the past several years with no change in staffing for the past 20 years. These new Building
Division's positions will help meet the public's demand, with building permits being issued faster
and inspections completed sooner.
These five (5) positions are listed as new positions in the proposed Operating Budaet for FY2005-
06, however, the Department of Public Works wishes for them to be created in this fiscal year with
continued funding in next fiscal year's budget.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The amount of building permit applications has grown considerably over the past several years, with no
change in staffing for the past 20 years. To meet the public demand, and to address the known situation
that this division is understaffed, the department is requesting additional personnel. The department has
already listed these new positions in the upcoming FY 2005-2006 budget, in anticipation that these
positions will be approved.
These new positions will be funded from the surplus revenues collected from building permits.

COMMENTS:
Request to establish a new position, Building Permit Clerk, in our Building Division-Kona.
The position will:
1) Receive/Check building plans and permit applications.
2) Answer application form inquiries and assist the public in filling out application forms.
3) Instruct applicants to secure clearances from various governmental agencies and route plans to those
same agencies.
4) Receive fees and issues permits
5) Maintain records/files of permits issued and building plans approved
6) Prepare reports on the number and type of permits issued and fees collected
Completion of these duties will enable the Building Plans Examiner to better manage and service the
increasingly high volume of plans, investigations, and inspections.
Our current staff is unable to keep up with the workload volume in these 3 areas.

We intend to have the position augment our Kona staff to perform critical
customer service and clerical functions in order to process the growing amount
of building permits more efficiently.
Our issuance of residential building permits have drastically gone up from 2,797
in 2000, to 2,982 in 2001, 3,724 in 2003, and 4,418 in 2003 for an average
annual increase of 540 permits a year.
2. Can new duties be assigned to existing positions or handled in other ways such
as short term contracts, etc.
Our current staff is unable to meet the demands of West Hawaii's fast growing
real estate and construction markets. The public has a growing demand for
timely permit applications and issuance which we currently cannot meet with our
staffing. Due to the steady annual increase in permits, we forecast a permanent
need for the new position.
3. How will new positions increase the efficiency /effectiveness of operations?
(Use productivity measurements where possible.):
Better customer service to the public via more efficient receiving and checking of
building plans and permit applications, faster permit issuance, and timely filing of
records/files. These services all greatly improve along-standing customer
service bottleneck within our Building Division. Without an additional clerk and
assuming approval for an additional Building Inspector, Electrical Inspector, and
Building Plans Examiner, the Division will be administratively under strength.

4. Alternatives that were considered in lieu of new position. (Have technological
changes been considered?)
We considered shifting resources from Hilo to Kona, however, the high workload
in Hilo simply calls for an additional Permit Clerk to properly staff East and West
Hawaii offices. Due to the fact that we anticipate this position to be permanent in
lieu of a fast growing workload, contracting the position out did not appear to be
the logical choice.
5. Why were manpower needs not planned through budgetary process?
Instruction of a no-growth budget.
6. List other rationale or pertinent statements and data:
As discussed in number one, the amount of building permits applications has
grown considerably with no change in staffing for the past twenty years. To meet
the public demand, and to address the known situation that both these division
are understaffed, the department is requesting additional personnel.
The Department has a surplus of $1,027,928 that covers the additional $357,649
in salary, fringe benefits, and equipment costs. See attached spreadsheets.

The need for an additional building inspector is a direct result vastly increased
volume of building permits. Our issuance of residential building permits have

involved in building inspection, it is difficult to contract the work out on a
regular/dependable basis. Due to the steady annual increase in permits, we

This added value will be of great service to the public and these services all

As stated in question 2, this position requires expertise and skills that are not
easily found to consistently contract out to outside sources. Creating a new
position is a better alternative than contracting out the position because we will
