RESOLUTION ESTABLISHING A CONTINUING COUNTY-WIDE VOTER
REGISTRATION AND EDUCATION PROGRAM SPONSORED THROUGH THE
COUNTY'S SENIOR CENTERS.
WHEREAS, the success of our democracy depends upon an active voting public and
participation in both Primary and General elections; and
WHEREAS, registering more citizens to vote will allow those citizens to exercise their
voting rights and to participate in this democratic process, and
WHEREAS, the number of registered voters in the County of Hawaii reflects only
approximately 74.1 % of the number of eligible voters; and
WHEREAS, the number of actual voters in the Primary and General Elections of 2004
reflect a total turnout of only 39.3% and 67%, respectively, of the registered voters; and
WHEREAS, the County's 25 Senior Centers, operated by the Department of Parks and
Recreation, provide a unique venue to register local residents for voting purposes year-round
because of Cheir influence and stature in the local communities; and
WHERF,AS, the kupunas in our communities have always supported and assisted civic
projects of this nature previously; and
WHEREAS, the County Clerk's Office could make a concerted effort to train Deputy Voter
Registrars from among members of our senior community in partnership with the County Parks and
Recreation Senior Centers during non-election and election years.
NOW, TIIEIaEFOIZE, BE IT RESOLVED ~Y TIIE COUNCIL OF TIIE COUNTY
OF IIAWAI`I that the County Council requests the Department of Parks and Recreation. working
alongside the County Clerk's Office, establish a continuing voter registration and education
program at all senior centers through the County.
~E IT FUItTIIEI~ RESOLVED that this program be considered an important objective of
the Senior Activities Program throughout the County of Hawaii and that it begin not later than
September 1, 2005.
BE IT FINALLY RESOLVED that the County Clerk transmit a copy of this resolution to
the Department of Parks and Recreation and the Office of the County Clerk-Elections Division.
