1 strongly support Bill 53 (Draft 2), "amending Ordinance No. 04-75, as Amended, Relating to Public
Improvements and financing "i'hereof for the Fiscal Year July I, 2004, to June 30, 2005. (Adds PARKS AND
RGCRF,ATION: Coastal Land Acquisition al Honu'apo ($SOQ000); funds to be provided from General Obligation
Bonds, Capital Projects Eund -Fund Balance and/or Other Sources ($500,000). 'this will allow the County to help
reserve coastal open space, enhance public access to recreational areas, and provide for continued cultural

As a resident of Ka'u for thirty- three (33) years, my immediate family, visiting relatives, and friends have enjoyed
picnicking, fishing, swimming and spending quiet hours of relaxation at Honu'apo.
the ponds and estuaries located in this area are home to many species of migratory birds, native to Hawaii. They,
also provide asafe -clean -healthy environment to the many keiki, kama'aina `ohana and malahihi of Ka`u.
fhe flora and fauna indigenous to our islands find their home here too. 'the milo trees, kahakai naupaka and ilima,
pohue and others are regmierating themselves after the removal of~the dairy and eattlc livestock in recent years.
Furthermore, the ocean creatures -editable sea urchins -salt (from natural salt basins) and limu once polluted are
finding their way back to [he dinner table.
Rich in history, Reverend William Ellis in 1823 described Honu`apo as a very populated locality. He estimated over
two -hundred native peoples resided there. He noted several villages -clusters of homes were observed from
Whittington Beach Park, around the large pond near the old wharf and the northeastern coastal areas.
Archeological surveys done during the early twentieth century by Stokes, Ayers and others clearly indicated finings
of numerous shelters, house dwzllings, ahu (s), heiau (s) and burial sites. 'these need preserving, protecting and
where possible restoring.
With the recent purchases of beaches along the entire Ka'u shoreline and the possibility of ambition development.
Bill 53 - "Coastal band Acquisition at Honu'apo" will provide everyone health benefits, substance, recreational
activities, a wonderful place to relax, educational resources and cultural observances.
