Attached is my testimony regarding the Animal Control Bil] 4, Draft 5.
I'm against part of this bill and in favor of part of this bill. This bill needs to be re-written,
so it is realistic with what is humanly possible (withouC a lot of labor hours) to enforce.

I'm writing regarding the changes to the animal control laws which are before you. I totally
agree with
increasing the fines to owners who let their dogs run loose or are a disturbance to their
neighbors. Increasing
the dog tag is also fine. The price we pay now ($2.10), I'm sure can not possibly pay for the
paperwork and
tag for 2 years. Seven years ago in Washington State and for the same dog we paid $15.00 per
year. So
let's support our Animal Control Dept. and up the fines and dog tag charge, this is deftitely
needed.
What I do not support is the microchips. Have you seen [he size of [he microchip? I have,
and they are much
bigger than a grain of rice. To move to the State of Hawaii, our dog had to be microchipped.
The state sent us
the microchip for our veterinarian to insert. The veterinarian we had at the time, would not
insert the chip. He
said, "he did not believe in doing that to dogs and it was not necessary for any dog to have that
done." We had to
have that part done by another veterinarian. And after doing so, I had to agree with our regular
veterinarian.
I said at that time, I would never do that again to an animal. As far as I'm concered, it is crule
to do any
microchipping Co any animal and definitely not necessary. Just stay with requiring a dog tag.
It is visable
and everyone can see it. You don't need a special reader, to find out who owns a dog.
Microchipping is only as good as the people who turn in the info. You can not enforce it. The
only people
who will microchip are the legal/ responsible people and they are buying their dog tags. They
are not the
problem. The unresponsible people will not do this step, as who is going [o enforce it or check
up that they have.
And if the unresponsible person has a dog that is caught doing wrong, they will just say it's not
their dog, or
I sold it or gave it away long time ago. So how will you prove who really owns that dog? You
can't and now
you are back at square one with the same problem. Oh but wait all the responsible people will
have microchips
in their dogs and tell me just what does that solve? They have paid out more money for
something that was not
necessary and put their beloved pet though pain at the vet.
People, microchipping is not the answer, stick with the dog tags and higher fines! If it was,
don't you think other
places in the U.S. would be microchipping and [hey are not. You are being sold a bill of
goods, nobody can
control or enforce. As we all know, we don't have the Animal Contro] or Police to go around
and check every
aog.
