I am against bills 29, 30, 31 and 32 because:
1. This comes right after recent decisions by the County Council and the Mayor to defer any
new developments in West Hawaii until the proper infrastructure is in place. What
happened to the General Plan? Are we just switching areas to please developers'?
2. The dollars to be contributed by the developers for parks and recreation, police, fire etc.
in the West Hawaii article do not specify if this is a one time contribution or annually.
How do these fees compare to the actual increases in costs? Where will the funding
come from on an on-going basis for those services?
3. What are the plans For water service expansion in this area? We are now asked to
conserve water because of drought conditions.
4. How will this new development, both residential and commercial impact our existing
sewer system and capacity?
5. The West Hawaii Today article states that the developers claim this project will alleviate
the traffic problems. It is ludicrous to think that the new residents are already crowding
our streets and will now stay in the complex to shop and work? They will never need to
go to Costco to shop or travel to North Kona and South Kohala to work`?
6. Anew water line is supposedly going to be added along Kuakini Highway from Kahakai
Estates to Hualalai Road creating more traffic problems.
7. The proposed rezoning has just been brought to the attention of the neighboring residents
in articles in West Hawaii Today. We, the residents of Kuakini Makai, feel that we will
be affected in negative ways by this project.
It appears that more thought and study need to be applied before another parcel of Ag land ends
up in the urban classification.
