Re: Capital Budget
Enclosed is a bill for an ordinance adding the Waipi'o Valley Stream Debris Removal
project for $50,000 to the Capital Budget. This project proposes to remove debris from the
streams in Waipi'o Valley that were deposited by the April 2004 flood. This appropriation
is only for the federal share or seventy-five percent of the total project cost. The remaining
twenty-five percent will be provided by the County, in the form of in-house services.

A. REQUEST:
An appropriation in the amount of $50,000 for Waigio Vallev Stream
Debris Removal. This appropriation is for the federal share of the cost
and will be entirely reimbursable.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The project proposes to removal debris from the streams in Waipio Valley
that were deposited by the April 2009 flood. The debris, if left in the
stream, might reroute the stream flow in future storms, causing damage
to homes. Seventy-five percent of the cost of this project is paid for
by the Natural Resources Conservation Service, which is a branch of the
Department of Agriculture.
The remaining 25o of the cost will be provided by the County in the form
o£ in-house services. In other words, Highway Maintenance will be
providing the County's share with its labor.
