My name is Paulo Helfrich and 1 um CGO of the Economic Development Alliance of
} Ia~~aii hich is a consortium of all four of the private sector Economic Development
Boards.
ns you know. the counties of :Maui and Kauai have enacted this legislation with support
from our member Economic Development Boards. and we hate recently testified on
statewide initiatives of similar value at this current legislative session. We are pleased
that Hawaii Count} is again considering this measure and believe the opportunit} to enter
into partnerships for land trust, and presen~ation is important work.
We recognize that the Council must wcif~,h several issues in enacting this measure. and
we kx~k ti~rvtard to o~7~ering in(brmalion as may he needed during your deliberations.
