An initial expenditure if a good idea, but we will need a continuing source of funds if we are to preserve open space for future generations. We are experiencing extremely rapi<l development here on the Big Island and must move quickly to preserve open space for future generations. Passive or active enjoyment of open ]arid, natural habitats, waterways, flora and fauna are especially important here;, where many species are endangered and open space is "closed" or built upon at a rapid pace.
