From: Ron and Roberta [makaloa@interpac.net]
Sent: Monday, April 18, 2005 8:13 PM
To: Jacobson Bob r
Cc: Jacobs@hgea.org
Subject: TESTIMONY IN SUPPORT OF BILLS: 78, 79, AND 80
TESTIMONY IN SUPPORT OF BILLS: 78, 79, AND 80
4/18/05
Dear Council Members:
I urge your support of these three initiatives which will help slow development of agricultural land and
preserve open space for future generations.
I support development which benefits working people by providing affordable housing within a
resonable distance of theirjobs. Bill 80 would give the public a chance to support such developments.
It would also provide for early public involvement that could avoid legal and environmental fiasco's
such as have occurred and continue to unfold at Hokulia. In my opinion, we do not need more island
land subdivided for multi-million-dollar, trophy-homes, for people who happen to be able to afford
excessive, conspicuous, over-consumption of limited resources and lock them up behind gated-ghettos
for the super-rich. Developers should have to seek rezoning (a public process), rather than subdivision
approval (which is done behind closed doors) for non-ag projects on ag. land.
Bill 78 and 79 both take much needed steps to provide revenue to buy and preserve open space. 2% of
annual property taxes and a $10 million bond float seem to be reasonable and will hopefully generate
sufficient money to achieve this goal. The initiative to preserve Honoapu and the openness of the Ka'u
coast line is an example of the need for substantial and dedicated County money that can be used for this
purpose.
Ron Reilly
PO Box 458 Volcano Hawaii 96750
(808)967-8603
Comm.
