Both accounts show great potential for energy savings. A mainframe billing calculation of the 12 month average shows that if the two accounts could be placed on a Rider M, reductions in the monthly billing are possible. The proposed practice of being self-generated in the evening hours of SPM to 9PM Monday through Friday, to ensure adherence of Rider M is all that will be necessary. Find this analysis, a copy of the Rider M, and HELCO commercial rates attached. If this potential is achievable, please contact me. A Rider M contract will need to be drawn up. No. 60 REVT4ED SHEET NO. 60 Effective March 1_, 1991 Eff ,tive February 21, 1995 RIDER "M" Off-Peak and Curtailable Rider Availability: This Rider is available to customers billed under rate Schedule "J" or "P" whose maximum measured peak demands prior to any load modifications effected under this rider, exceed 100 and 300 kilowatts, respectively. This Rider cannot be used in conjunction with Rider T, Rider I and Schedule U. Rate: A. Basic Rates: The rate(s) for service under this rider shall be as specified under the regular Schedule "J" or "P", whichever is applicable except that the billing demand for computing demand and energy charges shall be as defined below, subject to the requirements of the Determination of Demand provision of the applicable rate schedule. The customer shall select Option A or Option B; Option A: Off-Peak Service 1) Any demand occurring during the off-peak period shall not be considered in determining the billing kw demand for each month, but shall be used in determining the excess off-peak charge. Only the maximum kw demand occurring outside of the off-peak period shall be used in establishing the billing kw demand for the calculation of the demand charge, energy charge and minimum charge as specified in the regular Schedule J or P. 2) An excess off-peak charge of $1.00 per kilowatt shall be added to the regular rate schedule charges for each kilowatt that the maximum off-peak kw demand exceeds the maximum kw demand outside of the off-peak period. 3) For calculation of the excess off-peak charge for each month, the maximum off-peak demand and maximum demand outside of off-peak period shall be the highest measured demands during the respective periods for such month. This curtailed load must be load that is normally operated during the Company's curtailable hours and must be at least SO and 150 horsepower for motor loads under Schedules "J" and "P" respectively, or 50 and 150 kilowatts for other-than-motor loads. 2) For billing purposes, the curtailed demand shall be determined monthly as the difference between the maximum demands during the outside-of-priority-peak and priority- peak periods measuzed for each month. 3) The billing demand under this curtailable service option shall be the normal billing demand under Schedule "J" or "P" reduced by: a) 75e of the curtailed demand if the curtailment period is fixed throughout the year from 5 p.m. to 9 p.m., or b) 80% of the curtailed demand if the curtailment period is as specified by the Company. B. Metering Charge An additional metering charge of $10.00 per month shall be assessed to cover the additional cost of installing, operating, and maintaining a time-differentiating demand meter. Measurement of Demand: The Company shall install a time-of-use meter to measure the customer's maximum kw load during the time-of-day rating periods. HAWAII ELECTRIC LIGHT COMPANY, INC. Monday thru Friday Off-peak 9 p.m. - 7 a.m. Ten continuous hours daily daily Outside of off-peak 7 a.m. - 9 p.m. Fourteen hours daily daily Under Option 2, the Conpany shall give the customer at least 30 days notice prior to changing the time-of-day periods. Terms of Contract: A. Contract Requirement A customer applying for service under this Rider shall sign a standard Rider M contract form with the Company. B. Trial Period: The customer shall be allowed to take service under this Rider for a six-month trial period without penalty for termination within this period. C. Terms of Contract Following Trial Period: After the six-month trial period, the contract period shall be not less than 5 years from the date the customer first starts service under this Rider. If the contract is terminated after the first six months but before the first £ive-year period which begins from the start date of the customer's service under this Rider, the customer shall be assessed a termination charge equal to the last six months discount received under this Rider. If service under this Rider is terminated due to the customer's failure to curtail his demand as provided in the contract, the customer shall be assessed a termination charge equal to the last six months savings received under this Rider.
