Re: Proposed Nonprofit Grant Awards FY 2005-06
I would like to submit my recommendations for the FY2005-06 nonprofit grant awazds. I base
my recommendations upon my review of the applications submitted by the various agencies and
the interviews and site visits conducted in East and West Hawaii.
Of the agencies that submitted applications, I would like to submit the following observations:
1) American Red Cross:
I feel very strongly that nationally and statewide, the American Red Cross raises millions
for disaster relief. I feel it is inappropriate for the agency to seek funding from our
county for disaster relief, it should instead seek money from within its own organization.
If the agency had applied for funds for a different program, I might support it, but as it
stands, I cannot support the award of any of our county's limited funds for this program.
My recommendation for this program is therefore, $0.
2) Hawai`i's Volcano Circus:
This is a new group, applying for the tlrst time for any of its programs. While I applaud
the efforts of any community based organization to meet the perceived needs of its
community, I feel that as a rule, we must use caution when awarding funds to new
groups. I say this based on my previous experiences during my tenure in the Legislative
Auditor's office, working with similar programs. Therefore, I suggest we award a
minimal amount for this initial funding cycle. I am sure that this group, if it is still in
existence in the future, will be reapplying for funds. As that relationship develops,
perhaps a larger grant award will be merited.

3) Hui Okinawa:
This is another new group. Based upon the interview responses, it is apparent to me that
the monies requested for this funding cycle are aone-time request. They are asking for
funds to bring resource personnel to train volunteers for their children's day camp, in an
effort to bring the day camp to West Hawaii. I recommend that we fund this program in
the amount of $3,000.
4) Laupahoehoe Train Museum:
Another new nonprofit organization. This organization serves its community in a variety
of ways. One is to take care of the museum, which a focal point of interest and pride for
the community. Additionally, its umbrella extends to all sectors of the community with
projects benefiting the youth, the elderly, the disabled, as well as the average citizen. I
believe that this organization benefits a broader range of the community, than say for
example, the Hawaii Volcano's Circus, and I feel that we should support their
endeavors, however, as it is a new applicant, I suggest that we exercise caution in its
award.
5) Three Ring Animal Sanctuary:
This is another new group. Although the organization offers an educational experience, it
is to a select group. I feel that being in a gated community, with access limited to select
persons, this makes the organization a private zoo. I therefore recommend a limited
funding.
I feel that the County is better served by making the limited nonprofit grant monies available for
distribution to organizations serving the County as a whole. These organizations include, but are
not limited to, Boys and Girls Club, the two ARC facilities and similar programs, shelters for the
homeless and victims of violence, and Office for Social Ministry. I believe that we must
continue to support HCEOC in whatever program they submit, as this organization is one of the
few that touches all sectors of our County. Below are my proposed awards:
