Your Committee on Finance, to which was referred Bill No. 57, reports as follows:
Bill No. 57, transmitted by Director of Finance William "I~akaba, via Communication No. 165,
dated March 9, 2005, amends Ordinance No. 04-74, as amended, the Operating Budget, ending
Jw~c 30, 2005. "1'he amendment is as follows:

3302.03 Federal Grants -Speed Enforcement General $26,000
To:
010-201-5219.44 Speed Enforcement General $26,000
The Police Department will he receiving additional funds from the Department of Transportation
Public Affairs- Safe Community Program to obtain equipment for its Speed Enforcement Grant
Program. Specitically, the funds will be used to purchase two speed board displays with trailers,
which will hopefully remind drivers of the speed limit.
Pursuant to Section 46-7, Llawai`i Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is already authorized to apply tor, receive and expend the funds for this
program identified in the Operating Budget.
During its discussion, Your Committee agreed that the speed board displays are important.
Your Committee ou Finance is in accord with the purpose and intent of Bill No. 57 and
recommends it pass tirst reading.
