Your Committee on Finance, to which was referred Resolution No. 65-05, reports as follows:
Resolution No. 65-05, transmitted jointly with Bill No. 68 by Director of Finance
William Takaba, via Communication No. 181, dated March 16, 2005, authorizes the Office of
the Mayor to enter into an agreement with the Hawaii Community Foundation for the
Community Oriented Policing Services (COPS) grant.
The Hawaii Community Foundation, through ,joint efforts with the U.S. Department of.Iustice~s
Community Oriented Policing Services, has authorized a $200,000 grant to the Office of the
Prosecuting Attorney for a Community Oriented Policing Services (COPS).
Last year, the Oftce of Prosecuting Attorney (PA) received fm~ding to create two Deputy
Prosecuting Attorney positions to work with County, State, and Federal enforcement officials in
prosecuting individuals and organizations distributing large quantities of ice and other drugs.
The PA has just been awarded second year funding to continue its Drug Task Force project.
Pursuant to Section 46-7, Hawai' i Revised Statutes, County departments must obtain the consent
of the Council to enter into agreements with the Federal or State Governments respecting action
Lo he taken pursuant to any of the powers granted by law to furnish, expend and receive any
funds or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 65-OS
and recommends its adoption.
