Your Committee on Finance, to which was referred Resolution No. 66-05, reports as follows:
Resolution No. 66-05, transmitted by Director of Finance William Takaba, via Communication
No. 183, dated March 16, 2005, creates a Housing and Community Development Specialist V
position for the Office of Housing and Community Development (OHCD).
This position will serve as a E lousing Planner and will draft plans, long-range goals and
objectives far the OHCD. The Housing Planner will also conduct surveys and studies to
determine the demand for and the feasibility of developing new single family ormulti-family
housing projects: will conduct needs assessments to develop plans, goals and objectives for the
OHCD; and will assist with the negotiation and implementation of affordable housing
conditions.
This position is listed as a new position in the proposed Operating Budget for fiscal year 200~-
06, however, the OHCD wishes for it to be created in this fiscal year with continued funding in
next fiscal year's budget.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
"Create positious...for which appropriations have been made by the council and abolish
positions with the consent of the council."
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 66-OS
and recommends its adoption.
