Your Committee on Finance, to which was referred Resolution No. 69-05. reports as follows:
Resolution No. 69-05. transmitted by Mayor Harry Kim, via Communication No. 192, dated
March 23, 2005, commits to funding the cost items awarded to the Hawaii Fire Fighters
Association (HFFA) by arbitration, affecting Fire Fighters in Bargaining Unit 11, for the contract
period July 1, 2005 through June i0, 2007.
The estimated cost to Use County of I Iawai'i fpr negotiated cost items including adjustments to
wages, overtime and meal allowances, will be $3,610,932. Additional adjustments, such as
employer's contribution to the Employee Retirement System, vacation, holiday, and sick leave
reparations, will increase the total cost to $4,123,779. The Operating Budget for Fiscal Year
2006 and Fiscal Year 2007 will include a provision for these adjustments.
Pursuant to Section 89-11(e) and (g). Ilawai'i Revised Statutes relating to collective bargaining,
requires that in the case of a "final and binding" decision by an arbitration panel, "~a]Il items
requiring any moneys for implementation shall be subject to appropriations by the appropriate
legislative bodies".
Rodney Kaido. Deputy Director of the Department of Civil Service, informed the Council that
the County is bound by Sections 89-]0 and 89-11, in regards to the negotiations with the l~awai`i
Fire Fighters Association (HFFA).
Your Committee on Finance is in accord with the purposes and intent of Resolution No. 69-OS
and recommends its adoption.
