No. 70-OS PLACE: Council Chambers TIME: 10:22 a.m. Council Chair Safarik and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 70-05, reports as follows: Resolution No. 70-05, transmitted jointly with Bill No. 73 by Director of Finance William Takaba, via Communication No. 193, dated March 22, 2005, authorizes the Office of the Mayor to enter into an agreement with the United States of America for the Justice Assistance Grant. The U.S. Department of Justice, Office of!ustice Programs, Bureau of Justice Assistance, as part of its Edward Byrne Memorial Justice Assistance Grant Program, has authorized a $1 15,645 grant to the Office of the Prosecuting Attorney for the Justice Assistance Grant. These funds are for the support of law enforcement, prosect.rtion, prevention and education, corrections, drug treatment and planning, evaluation and technology improvement programs. The Office of the Prosecuting Attorney will be administering this .Iustice Assistance Grant project that will primarily benefit their office, the Police Department, the Courts and Corrections. Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of the Council to enter into agreements with the Federal or State Governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in com)ection with projects being or to be undertaken pursuant to those powers. .fay Kinnlra, Prosecuting Attomcy, informed the Council that the distribution of grants to the counties are based on a formula that includes uniformed crime rates. 1~hc rural counties arc not receiving a fair amount due to this formula. Gary Safarik, Council Chair, and the Prosecuting Attorney agreed to jointly lobby the Hawaii Congressional delegation for adequate funding.
