fhe funds being transferred into the I lawai'i County Police Departments Microwave Relocation and System
Renovation project was initiated to replace the existing microwave communications system used by a variety of public
safety agencies. The project involves the analysis ofthe current facilities, agreements with co-locators, acquisition of
tower sites, tower modification and new tower construction, equipment purchase and installation, and ultimately, the
transition to the new equipment. This appropriation i; needed for unanticipated costs related to delays to the project
which have resulted in cost oven~uns and for cost increases due to changes in the construction design at two (2) sites.
Some Members of Your Committee were concerned chat the transfer of funds from the Salary and Wage accounts
would he detrimental to the recruitment of officers. P,ssistant Chief Elroy Osorio assured the Council that the Police
Department would not be able to till the vacancies before the end of the fiscal year. The approximate appropriation is
$I 1.8M with approximately $9JM expended. Seven`.een (17) communication Towers were constructed with three
additional towers still to go. A problem arose with the Federal Government and the existing contractor, and a new
contractor will possibly be contracted by the end of April. When completed, the communications system will improve
between the County, State and Federal agencies.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 71-OS and recommends its
adoption.
