No. 193/Bill No. 73 PLACE: Council Chambers TIME: 10:22 a.m. Council Chair Saiarik and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 73, reports as follows: [sill No. 73, transmitted jointly with Resolution No. 70-OS by Director of Finance William Takaba, via Communication No. 193, dated March 22, 2005, amends Ordinance No. 04-74, as amended, the Operating E3udget, ending .tune 3Q 2005. The amendment is as follows: From: 3303.77 Federal Grants -.Iustice Assistance Grant General $ I 15,645 To: 010-271-5271.69 Justice Assistance Grant General $115,645 The U.S. Departnent of.lustice, Office of Justice Programs, Bureau of.lustice Assistance, as part of its Edward Byrne Memorial Justice Assistance Grant Program, has authorized a Justice Assistance grant to the Office of the Prosecuting Attorney. These funds are for the support of law enforcement, prosecution, prevention and education, corrections, drug treatment and planning, evaluation and technology improvement programs. The Office of the Prosecuting Attorney will be administering this Justice Assistance Grant project that will primarily benefit their office, the Police Department, the Courts and Corrections. Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for a Justice Assistance Grant. Jay Kimura, Prosecuting Attorney, informed the Council that the distribution of grants to the counties are based on a formula that includes uniformed crime rates. The rural counties are not receiving a fair amount due to this formula. Gary Safarik, Council Chair, and the Prosecuting Attorney agreed to,jointly lobby the Hawaii Congressional delegation for adequate funding.
