This is to request that Draft 2 of the Capital Budget Bi1143 include the Operating and Maintenance
(08tM) costs on the "Project Data/Financial Impact Statements" for applicable projects. Draft I "Project
Data/Fimmancial Impact Stateme~s" contain a sentence that acknowledges impacts on the operational
budget, but do not include those figures.
The information would be wnsiste~ with Section 10-6, Hawaii County Charter, which states, in part:
(a) The capital budget shall contain at least the following:
(1) A simple, cleaz, general sumnmary of the detailed comrtents of the capital budget.
(2) The capital improvements pending or proposed to be undertaken within the
ensuing fiscal yeaz, together with the estimated cost of each improvement, the
estimated operating cost, and the pending or proposed method of financing it.
(3) Capital expenditures to be financed from current revenues in the ensuing fiscal
yeaz." [emphasis added]
The estimated operating costs are meatmt to help the County prepaze for future years' operating budgets.
