Proposed Connector Roads <br /> Status Report by the Department of Public Works <br /> Apri122, 2005 <br /> There are 5 potential connections between Coasiview and Palisades that will connect [o Kaiminani Drive, <br /> listed makai to mauka (see map below): <br /> • Nana/Holoholo-This connector road opened on April 20, 2005 within minutes of [he County <br /> Council's action of accepting and approving [he road dedication documents. However, [his connector <br /> road, which previously had been gated and locked, was available for County fire emergency use <br /> purposes since Mazch 18, 2005, through the cooperation of [he developer's representative, Mr. Gary <br /> Ashikawa of Kona Scenic Land, Inc. <br /> • Holu/Keokeo-Holu Street is a completed private road with a bamer to block vehicular passage. <br /> DPW has confirmed [ha[ the private road meets County dedicable standards. The County will initiate <br /> negotiations or condemnation, but will withhold removing the bamer until two other connections are <br /> open in order to spread [he traffic flow. A draft eminent domain resolution has been introduced by <br /> Mayor Harry Kim for [he County Council to approve for adoption: If approved, the resolution enables <br /> the County's Corporation Counsel [o request the Circuit Court Judge [o award the road ownership to <br /> the County upon deposit of funds equivalent to "fair mazket value", as determined by a third party <br /> consultant. The Public Works Committee of the Hawaii County Council is scheduled [o hear this bill <br /> on May 3, 2005 (T'uesday). <br /> • Kauhale/Ahiahi-A private developer will build and dedicate a portion; a 300' section needs to be <br /> built privately or by [he County [o fully connect Kauhale/Ahiahi. The County has decided to pursue <br /> condemnation of [he 300' section and construct [his section using County resources. An eminent <br /> domain resolution will be introduced in tandem on May 3, 2005 with the Holu/Keokeo condemnation <br /> process. <br /> • KiekieNiili-Mr. Phi] Tinguely, owner/developer of Kaha'olina Subdivision, has requested an <br /> accelerated road dedication process for his subdivision roadways, currently under construction. Public <br /> Works, Planning, and Corporation Counsel are al] working towards expediting the dedication. To <br /> complete [he link between Kiekie and Ili'ili Streets, a 3001ineal foot segment of Ili'ili Street, currently <br /> under private ownership not controlled by Mr. Tinguely, needs to be acquired by the County. A title <br /> search is currently underway.
