RESOLUTION IN SUPPORT OF COMPREHENSIVE PUBLIC FUNDING OF ELECTION
CAMPAIGNS
WHEREAS, there is a public perception of undue influence upon elected officials by financial
contributors to their election campaigns; and
WHEREAS, a system of comprehensive public funding of election campaigns is a necessary
step to redress the many problems arising from the current system of campaign funding; and
WHEREAS, wealth or access to wealth appears to be a major determinant of a citizen's
influence upon the political process, thereby damaging the fundamental principal of "one person, one
vote;" and
WHEREAS, all citizens must be guaranteed equal participation in the democratic process with
protection and validation of First Amendment free speech rights ofnon-wealthy candidates and voters;
and
WHEREAS, the accountability of elected officials can be seriously diminished by their need
for special interest campaign contributions; and
WHEREAS, taxpayers would be saved millions of dollars now wasted through special
arrangements legislated on behalf of campaign contributors if there was comprehensive public funding
of election campaigns; and
WHEREAS, genuine opportunities would be created for qualified candidates to run for office
in a more level playing field if there was comprehensive public funding of election campaigns; and
WHEREAS, candidates would be freed from the constant challenge of raising money,
allowing more time for official duties, while removing obligations to contributors' agenda if there was
comprehensive public funding of election campaigns.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Council supports the voluntary use by candidates of comprehensive public funding
of election campaigns.
BE IT FINALLY RESOLVED BY TI€E COUNCIL OF TIIE COUNTY OF
I-IA~AI`I that the County Clerk shall forward copies of this resolution to the State Senate
President, Speaker of the House and Governor Lingle.
