Re: Resolution Creating a Position
Enclosed is a resolution creating a Planner V position for the Department of Planning.
With the recent adoption of the revised General Plan, the Planning Department is starting
the community development plans to implement the General Plan. The new position, to
be located in the West Hawaii Office, will be the primary contact for the initial community
development plan for the North and South Kona districts. This position's primary duties
include the coordination and implementation of community development plans and the
processing of permit applications.
The funding for this new position, derived from the General Fund's Fund Balance, was
recently appropriated to the Planning Department's salaries and wages account by
Ordinance No. 05-41.

A. REQUEST:
Create new position, Planner V (SR-24), to be assigned to the West Hawaii Office.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Primary duties include coordination of community development plans and processing of permit applications.
With the recent adoption of the revised General Plan, the Planning Department is starting the community
development plans to implement the General Plan. The initial community development plan will be for the
North and South Kona districts. The new position will enable the Department to have the primary contact for
the project located in West Hawaii to coordinate the development of the plan, and the implementation.

l . Give reasons how new duties arose (statutes enacted, ordinances, newly
authorized programs, basis for increased workloads, etc.):
A new initiative, the Community Development Plans, kicks off as a result of the
adoption of the revised General Plan. This position would coordinate the
development and implementation of the CDPs for West Hawaii. This position would
also relieve some of the workload of the Planning Commission staff for permit
applications relating to West Hawaii.
2. Can new duties be assigned to existing positions or handled in other way such as
short term contracts, etc.
Existing staff are too busy to take on additional duties. The CDP responsibilities,
because they extend into the implementation phase, are long-term responsibilities
that are inappropriate for short-term contracts.
3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
The assignment of this position to the West Hawaii Office will save driving time for
existing Long-Range Division staff from Hilo, as well as provide readily accessible staff

for West Hawaii residents on matters relating to the CDP or Planning Commission
applications.
4. Alternatives that were considered in lieu of new position. (Have technological
changes been considered?)
Actually, more staff may be needed once the CDPs move into full gear. Rather than
create a number of positions and hire at the outset, the decision was to ramp up
slowly by using the resources of other agencies (e.g., Hawaii County Resource
Center) and through experience of the initial CDP, determine more clearly the
quantity and skill level of staff requirements.
5. Why were manpower needs not planned through budgetary process?
This new position has been included in the FY 05-Ob budget. Since the Department
has already started the process of hiring a consultant for the Kona CDP, the sooner
the position can be filled the better.
