Your Committee on Finance, to which was referred Dill No. 74, reports as follows:
Dill No. 74, transmitted jointly with Resolution No. 71-0~ by Director of Finance William Takaba, via Communication
No. 194, dated March 22. 2005, amends Ordinance No. 04-75, as amended, the Capital Budget. ending June 30, ?005,
by adding the following pr~jecL

The funds being transferred into file Hawaii County Police Dcparttnent's Microwave Relocation and System
Renovation project was initiated to replace the existing microwave communications system used by a variety of public
safety agencies. The project involves the analysis of the current facilities, agreements with co-locators, acquisition of
tower sites, tower modification and new tower construction, equipment purchase and installation, and ultimatety, the
transition to the new equipment. Funds will be used for unanticipated costs related to delays to the project which hove
resulted in cost overruns and for cost increases due to changes in the construction design at two (2) sites.
Some Members of Your Committee were concerned that the transfer of funds from the Salary and Wage accounts
would he detrimental to the recruitment of officers. Assistant Chief Elroy Osorio assured the Council that the Police
Department would not be able to fill the vacancies before the end of the fiscal year. The approximate appropriation is
$ 11.SM with approximateh $9JM expended. Seventeen (17) communication towers were constructed with three
additional towels still to go. A problem arose with the Federal Government and the existing contractor, and a new
contractor will possibly be contracted by the end of April. When completed, the communications system will improve
hetween the County. State and Federal agencies.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 74 and recommends it pass first
reading.

{AMENDED)
By motion duly made and seconded, the County Council amended Finance Committee
Report 78 with the following change:
The amended Report would add the following to the third paragraph regarding the
transfer of monies from Salaries and Wages for the Microwave Project: "Some of
the Members of Council expressed that, while they would be voting for this
particular ordinance at this time, they do not want to see the Police Department
continue to use or rely on the vacant positions (salaries and wages account} as a
source of funding for future years, which means that the Police would need to
prioritize their capital improvement projects for future fiscal years."
I hereby certify that amended Finance Committee Report 78 was adopted by the Hawaii
County Council on May 4, 2005.
