Your Committee on Finance, to which was referred Resolution No. 77-05, reports as follows:
Resolution No. 77-05, transmitted jointly with Bill 77 by Director of Finance William Takaba,
via Communication No. 205, dated April 4, 2005, authorizes the creation of one (1) Building
Permit Clerk, one (1) Building Inspector, one (1) Electrical Inspector, and two (2) Building Plans
Examiners for the Department of Public Works Building Division.
The Department of Public Works expects an increase in this fiscal year's Building Permit
revenues and wishes to use part of it towards the funding of five new positions in the Building
Division. The amount of building permit application has grown considerably over the past
several years with no change in staffing for the past 20 years. These five proposed positions are
listed as new positions in the proposed Operating Budget for FY 2005-06, however, the
Department requests that these postions be created this fiscal year with continued funding in next
year's budget.
Brian Kajikawa, Building Division Head, explained that overtime, the backlog of work and the
increasing volume of work are the main concerns of the Department and the reason for their
request for additional staff.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 77-05
and recommends its adoption.
