Your Committee on Finance, to which was referred Bill No. 77, reports as follows:
Bill No. 77, transmitted jointly with Resolution 77-OS by Director of Finance William Takaba, via
Communication No. 205, dated April 4, 2005, amends Ordinance No. 04-74, as amended, the Operating Budget,
ending June 30, 2005. The amendment is as follows:

The Department of Public Works expects an increase in this fiscal year's Building Permit revenues and wishes to
use part of it toward the funding of five new positions in the Building Division. The number of building permit
applications has grown considerably over the past several years with no change in staffing for the past 20 years.
These five proposed positions are listed as new positions in the proposed Operating Budget for FY 2005-06,
however, the Department requests that these positions be created this fiscal year with continued funding in next
year's budget.
Brian Kajikawa, Building Division Head, explained that overtime, the backlog of work and the increasing volume
of work are the main concerns of the Department and the reason for their request for additional staff.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 77 and recommends it pass tirst
reading.
