Your Committee on Finance, to which was referred Resolution No. 76-05, reports as follows:
Resolution No. 76-05, transmitted by Councilmember Fred C. Holschuh, M.D., via
Communication No. 204, dated April 7, 2005, transfers $37,000 out and from the Clerk-Council
Services - Contingency Relief account and appropriates same to the following accounts and
projects: $27,000 to the Department of Research and Development - Hawai`i County Resource
Center (Philanthropic Community Assessment Study); and $10,000 to the Capital Projects Fund
(Department of Parks and Recreation— Laupahoehoe Park—Equipment Construction Cost). The
$27,000 appropriation will be used to prepare a professional philanthropic community
assessment for the purchase of County Parks and Preservation Lands, while the $10,000
appropriation will be used to purchase materials for a foundation to assemble existing
playground equipment at Laupahoehoe Park.
Present at the meeting was S. Sanae Tokumura of Solid Concepts, Inc., a fundraising and public
relations consulting firm. She informed the Council that it would take about six to eight weeks
to complete a study to determine the willingness of the community to donate for this cause.
Upon completion of this study, the Council would have the information needed to make a
decision on whether or not to proceed with the creation of a foundation/conservancy to
administer the funds. Following the decision to proceed, the start-up procedure would
commence, and the nonprofit organization could be well into collecting donations by the end of
the year.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 76-05
and recommends its adoption.
