Re: Operating Budget
Recently, the County Council adopted Resolution No. 90-05 which transferred $25,796.50 from the
Clerk-Council Services Contingency Relief account to the Highway Fund for streetlights for the
Puna Makai Subdivision. Similarly, Resolution No. 94-05, now awaiting Council action, transfers
$10,805.50 from the Clerk-Council Services Contingency Relief account to the Highway Fund so it
can be used for five (5) streetlights in the Kailua Village -District 8.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating a total of
$36,602 to the Streetlights OCE within the Highway Fund.
For the purpose of having this appropriating bill proceed concurrently with the Council's transfer of
funds resolutions, the Department of Public Works would like to request a waiver from the Finance
committee and have this bill heard at the Council meeting scheduled for
May 18, 2005.

Amend Ordinance 04-74 for the Highway Fund as follows:

020.281.5281.32.115 Streetlights OCE 36,602.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)'
Funds from Clerk Council SVC-Contingency Relief to the Transfer to Highway funds, $10,805.50 for
five(5) streetlights in the Kailua Village -District 8, and $25,796.50 for Puna Makai Subdivision
Streetlights will be submitted for Council meeting for approval.
We are requesting these funds be appropriated in the Highway Fund.
Please waive this Bill from the Committee on Finance so that it will proceed concurrently with the
corresponding bills.

RE: (Bill No. 106 An Ordinance to amend Ordinance No. 04-74, as amended, the
Operating Budget for the County of 1-Iawai`i for the fiscal year ending June 30, 2005.)
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai"i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
