Ordinance No. 05-51 appropriated $20,000 of the General Fund's Fund Balance from Previous Year to the Sewer Fund for the 9 1/2 Mile Camp sewer upgrade project. However, the project has changed and the funds will not be needed. Councilman Arakaki has requested that the funds be transferred instead to the Capital Projects Fund for use in the Waiakea Uka Park restroom project. For the purpose of having this transfer resolution proceed concurrently with the Council's appropriation bill, we would like to request a waiver from the Finance Committee and have this bill heard at the Council meeting scheduled for May 18, 2005. These funds were proposed for the 9 % mile camp sewer upgrade project to comply with the EPA Large Capacity Cesspool ban. After further discussion with the Wastewater Division Engineers, it was discovered that the funds were not sufficient to implement the original plan. The Camp residents have chosen another avenue to comply with the EPA mandates. Therefore, the funds are no longer needed for this project and can be made available for other needs. No requests have been made to appropriate these funds into the Sewer Fund.
