The goal of Soil and Water Conservation Cistricts, nationwide, is to
develop and carry out measures to successfully balance the uses of
land with resource conservation through a diversity of tools.
Land conservation is a category of public infrastructure as impoant
to our corrirr~unity ~s fire stations, transfer stations, roads, and othex
recipients of deal I~roperty °fax 'revenue. 'his forrvi of public
infrastructure is critical for the future well being of the peop@e as well as
the other forirns of life on the Island of I°lawaii. Sut investment in the
protection of these resources has been grossly neglected ever since
the County of ~lawaii received the right to collect and administer
revenue from, I?eal I~rop~srty taxes. ~`he approva6 of Sill 7S is critical to
provide a stable base from which to begin protecting resources islands
wide.
Please approve Sill 78 as written. Create this dedicated fund, and
put the programs into motion. Sometin°~e in the future, it may be
determined that the program needs to be altered in some way. Sut lets
get started. We have a lot of catching up to do.

lands are critical to 1-~awaii's economic, cultural, and
recreational well-being.

? The residents of Hawaii rely upon open public lands for
gathering, hunting, recreational use, fishing, camping and
culture! uses.
? On~-going, and currently rapid development in Hawaii should
be balanced with permanently protected parks, wilderness
areas, and recreational lands.
