A[ that time further
rezonings should be considered based on agreement with the general plan.

Noting that the parcels for these developments were deliberately subdivided

to circumvent the LUC, causes me to lack confidence in the developers.

Noting that Horton is owner of at least one parcel, yet the company name
is missing in the approval process, further undermines my confidence.
The Pua'a proposal states that' a supermarket MIGHT be included', which is to

say that the space might also be any other legal use. Then again, the developer

may re-sell the parcel [o himself under ye[ another Horton name, and demand approval

for a totally different project since the zoning will transfer with the parcel. The

alternative developments might further degrade the traffic flow in this corridor.
We have seen too much bait and switch in rezonings. Be promised some

bo[ique shops, get a Lowe's.
Please defer action on these applications until infrastructure catches up.

Let us save the precious approvals for pure affordable housing projects.

Respectfully,

Marshall Blann
Comm.
