deferred at a previous Finance Committee meeting to allow me to further study the
rationale for the costs of the County Code and its supplements. Note: Newly proposed
amendments are bolded. Amendments proposed in Bill No. 66 to be deleted are shown in

RATIONALE
fhe price of the Hawaii County Code is currently set at $350. LexisNexis, the former
publisher of the Code, charged $250 for the Code. Supply and printing costs per copy to
produce this revision will run roughly $100 to $150 per copy depending upon the bid
prices that come back. This price does not include labor costs to produce this
republication. [t has taken more than 2,000 hours of staff time to proofread and prepare
the June 2005 republication. We recommend $200 for the entire Code to allow some
leeway in case of price fluctuations. By way of comparison, LexisNexis charges $200 for
the Maui Code and $95 for the Revised Ordinances of Honolulu. These prices doe not
include postage. 'Che Honolulu cost is the result of a bid process. This bid came in
substantially lower than the others. Kauai is charging $122.50 for a version of the code
up to and including their 2002 supplement. The clerk will be releasing a version that
includes their 2003 and 2004 supplements soon. Kauai is a good comparison because
they publish their own code and charge a price that reflects their actual cost of
production.
Supplements have run from 156 to 312 pages a year. At .07 cents a page (printing
outside vs. Machine Room), 312 pages would cost $21.84. Charging $25 for the semi-
annual supplements would allow some cushion. Additionally, we have yet to decide
whether to print the supplements in-house at .007 cents per page. By comparison, City
and County's last annual supplement was $14.35 + $3.80 postage. Maui's supplement
was $10 + $3.80 postage.
The zoning annex runs about 196 pages. Separate run cost would be 196 x $.07 ° $13.72.
$20 would allow for inflation. Similarly, the traffic schedules run about 76 pages or
$5.32 at $.07 per page. $10 would allow for inflation.
Compact discs. on the other hand, are relatively inexpensive. Reproducing a CD does not
take much time. The advanced set up does take time. A charge of $20 for a CD is 10%
the cost of purchasing the hard copy, and should cover our supply costs.
According to Arlene Waugh, Information and Reference Technician, we distribute
approximately 200 copies of the Code, of which 50+ requests are from private parties
(law firms, etc.). The remaining copies are transmitted to government agencies at no
cost.
We feel the recommended costs are reasonable in light of current reproduction costs for
future supplements and the supply and printing costs for this republication.
