Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Human Services and Economic Development, to which was referred Communication No 94, 94.11 and 94.13 reports as follows: In response to the annual solicitation issued by the Department of Finance, forty-three (43) grant proposals were received by the application deadline of January 31, 2005. Your HSEDC Chair transmitted bound copies of the 43 grant applications to Council Members for review via Communication No. 94, dated February 2, 2005 from William Takaba, Director of Finance. Interviews and site visits for grant applicants were conducted on March 10-11, 2004 in Hilo, and March 17, 2005 in Kona. Upon completion of this grant review process, your HSEDC Committee Chair prepared his funding recommendations and narrative overview and submitted same to Council Members via Communication No. 94.11. Communication No. 94.11, dated April 6, 2005, from Dr. Fred C. Holschuh, Chair of the Human Services and Economic Development Committee (HSEDC), transmitted recommendations for funding of nonprofit organizations for FY 2005-06. Included therein was a compilation of proposed nonprofit appropriations showing the various categories of human services represented by grant applicants, and prior year county funding in fiscal year 2004-05. In formulating his funding recommendations, Chair Holschuh, with Legislative Auditor's Office staff Susan Caseria and Amy W. Miwa providing staff support, assessed the merits and contributions of each applicant agency, to provide a continuum of funding to programs addressing longstanding and crucial social needs, to fairly apportion funds among all nine Council districts, and to give fair consideration to new programs. At the HSEDC Committee Meeting held on April 19, 2005, Chair Holschuh presented his recommendations. A discussion ensued, and as a result of that discussion, the Committee formed a sub-committee to collect and tabulate each Council Member's appropriation recommendations. The Committee decided to defer its recommendation to Council until the sub-committee could meet to formulate recommendations for the Committee's discussion and deliberation. After receiving input and recommendations from all nine Council Members, the sub-committee, consisting of Committee Chair Holschuh and Council Vice-Chair Virginia Isbell with staff support from Susan Caseria and Amy W. Miwa, met on April 22, 2005 to formulate recommendations to present to the Committee to discuss. HS&EDC REPORT NO. 2 Communication 94.13, dated April 26, 2005, from Committee Chair Holschuh, transmitted the recommendations of the sub-committee to the HSEDC committee for discussion and deliberation at its regularly scheduled meeting, held on May 3, 2005. At the May 3, 2005 meeting, Chair Holschuh pointed out an error on the first page of Communication 94.13: the last two lines were omitted. The omitted lines should have read as follows: In reaching a consensus as to the appropriate amounts to recommend for each nonprofit program, Council Vice-Chair Isbell and I considered many factors. Our primary consideration..." A discussion ensued regarding nonprofit grant appropriations. Committee members voiced concern regarding continued appropriation of nonprofit grant funds for transportation programs, in particular, the application submitted by Hawaii County Economic Opportunity Council (HCEOC). HCEOC applied for funds for FY 2005-06 to cover an expected shortfall in its budget. Committee members stated that since transportation programs had been transferred out of the nonprofit grant program by prior Council during FY 2004-05, and into Mass Transit, it was inappropriate to award an agency monies for a transportation program. Committee members stated their awareness that the elderly, disabled and other clients serviced by the HCEOC program would suffer if the agency did not receive the funds it needs to continue services. Council Members debated the merits of not funding HCEOC, appropriating funds directly from the nonprofit grant program, and transferring an award amount from the nonprofit grant into Mass Transit, as was done in the previous year. Council Members deliberating on the dichotomy of the situation sought input from the Mass Transit department. Committee members heard from Mr. Tom Brown, director of the Mass Transit department. Mr Brown stated that he included the $145,000.00 amount that was transferred to his department by the previous Council, in his budget for FY 2005-06, however, he did not include the $75,000.00 emergency monies approved by that council. Mr. Brown stated that his budget request had been prepared in November 2004, prior to the emergency monies being approved. Mr. Brown stated that although the additional $75,000.00 was not factored into his budget for FY 2005-06, he would consider including additional amounts in his budget for the next fiscal year. Mr. Brown stated that he was not opposed to accepting a transfer to his department from the nonprofit grants. Mr. Brown stated that HCEOC willingly complied with requests from Mass Transit to transport non-HCEOC clients if needed. Committee members decided that the merits of the HCEOC program and the benefits it provides to many sectors of the county outweighed any perceived detriment to the program by allowing a final transfer of transportation funds to Mass Transit. Committee members agreed that a strong message had been sent to Mass Transit to include sufficient funding in future budgets. Committee members agreed that it will discuss its policy regarding funding of transportation programs in the near future, and will submit recommendations to the Council for deliberation. Committee members agreed that it will recommend a final transportation award be granted to HCEOC through a transfer of funds from the nonprofit grant account into Mass Transit account number 5311.02-115. Your Committee on Human Services and Economic Development is in accord with the purpose and intent of Communication 94.13 and recommends the funding appropriations set forth therein be included in Bill 42, Draft 3 (FY 2005-06 Operating Budget). On November 9, 2004. HCEOC Director George Yokoyama appeared before the HSEDC committee and asked for emergency funding to meet unexpected transportation costs. Mr. Yokoyama cited soaring gasoline prices and related costs as the reason for the unexpected shortfall in his budget. Mr. Yokoyama stated that should he not receive the requested emergency funding, he would be forced to shut down key transportation services throughout the county. The ezira monies were found, and HCEOC received the emergency funds it requested. r" `This agency has historically received monies for its transportation program. However, last year, this committee concurred with Administration's initiative to place transportation grants traditionally funded by the Council into the Mass Transit Agency budget. Three long-funded transportation grants were transferred into the Mass Transit Agency budget, including the award to HCEOC in the amount of $145,000.00.
