Your Committee on Finance, to which was referred Bill No. 67, reports as follows:
Bill No. 67, transmitted by Director of Finance William T. Takaba, via Communication No. 179, dated
March I5, 2005, adopts a pay plan for persons employed by the County other than those whose pay is otherwise
provided for, designating payroll periods, pay days, prescribing requirements with respect to official fidelity bonds, and
repealing Ordinance No. 04-60 and all amendments thereto, said Ordinance to be known as the Salary Ordinance of
2005.
The significant changes from Ordinance No. 04-60 arc as follows:
I) The addition of the Legal Specialist to the listing of positions in the Office of the County Council in
Section 3. Rate of Compensation. (B).
2) 'l~he addition of the Special Program Manager, SR-24 (B.U. 13) class of work as item #9, and the
subsequent renumbering of the items in Section Z02(b) Office of Housing and Community Development.
Office of Management.
3) 'I~he deletion of the Senior Community Services Aid (Temporary) class of work in Section 7.05(a) Senior
Community Service Employment Program, Elderly Activities Division. Department of Parks and
Recreation.
Section 3-13, Hawaii County Charter, provides for the establishment of a pay plan for all persons employed b~ the
County whose pay is not otherwise provided for.
During its discussion. Your Committee agreed to the following amendments:
(I) Page 2, added step "P' at $41,088 for GA (Executive AssistanQ.
(2) Page 3, added step `M" at $41,088 for LR-I (Council Legislative Assistant).
(3) Page 3, added step "M" at $29,160 for CA-3 (Council Aide).
(4) Page 4, added step "J" at $41,088 for LA-II (Legislative Auditor Assistant).
The proposed salary increase for the above positions will be in the Council-Clerk's budget for fiscal year 2005-2006.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 67, as amended to Draft 2, and
recommends it pass first reading.
