Your Committee on Finance, to which was referred Bill No. 91, reports as follows:
Bill No. 91, transmitted by Director of Finance William Takaba, via Communication No. 233,
dated April 19, 2005, amends Ordinance No. 04-74, as amended, the Operating Budget, ending
June 30, 2005. The amendment is as follows:

3305.10 State Grants -Used Oil Coll/Disp Solid Waste $12,500

The Department of Environmental Management will be receiving additional funds from the State
of Hawaii Department of Health for the purpose of conducting education and public outreach
for the Used Oil Collection Program.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is already authorized to apply for, receive and expend the funds for this
program identified in the Operating Budget.
Barbara Bell, Director of Environmental Management, explained that this is a State funded grant,
and that funding amounts per year may differ.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 9l and
recommends it pass first reading.
