SUBJECT: Bill 78, Draft 2 Relating to a fund for the purpose of acquiring land for public
access, open space, and natural resource preservation.
Attached for your review and transmittal is the above bill, which was written in
consultation with the Mayor and council members. Draft 2 deletes the mandatory
2% of property tax revenue as a dedicated source for the fund, requires the
council to appropriate at least $250,000 from each fiscal year's operating budget
to the fund, and adds impact fees and other exactions levied on developers as
sources for the fund. Draft 2 also establishes anine-member commission to
advise the Mayor on administration of the fund.
