Dear Chairman Higa and Council Members:
It is my pleasure to nominate the following individuals to the County of Hawaii
Transportation Commission:
Council District 1 - Ms. June Rabago is a 34-year resident of Hawaii. She
presently is a Business Agent at the United Public Workers Union, where she
has been employed for the past nine years. Ms. Rabago is a board member of
the Hawaii Island United Way, and also a member of the Pepeekeo Community
Association, the Big Island Labor Alliance and the Hawaii Island Geothermal
Alliance. She states that she is a Democrat, and if confirmed will serve a term to
expire on December 31, 2005. Ms. Rabago will replace Beverly Chrisman who
resigned.
Council District 4 - Ms. Billie Keawekane is a lifelong resident of Hawaii. Since
1991, Alu Like, Inc. has employed her as an Island Representative.
Ms. Keawekane currently is the Vice President of the Keaukaha Panaewa Farm
Association, and also a member of the Keaukaha Community Association. She
is the President and Head Pastor of the Ka Uhane Hemolele O Ka Malamalama
Church. Ms. Keawekane states that she is a Democrat, and if confirmed will
serve a term to expire on December 31, 2005. She will replace Sue Ota, who
resigned.
Council District 7 - Mr. Robert Ward is a three-year resident of Hawaii. He is a
retired engineer, who formerly worked for the Canadian National Public Works
Administration and the Wisconsin Central Transportation Corp. Mr. Ward is a
current member of the Kona Traffic Safety Committee, the Mamalahoa Highway
Improvement Working Group and the Keauhou Canoe Club. He states that he is
not affiliated with any political party, and if confirmed will serve a term to expire
on December 31, 2008. 2

I would like to respectfully request that these nominations be waived from
committee and be taken up by the full council. The Transportation Commission
has not met for over a year due to lack of members, and they need to schedule a
meeting as soon as possible to address many transportation and taxi issues.

RE: Communication No. 281 transmitting a communication to
nominate Ms. June Rabago, Ms. Billie Keawekane, and Mr. Robert Ward to the
County of Hawaii Transportation Commission. The request is being made
because the Transportation Commission has not met for over a year due to lack of
members, and they need to schedule a meeting as soon as possible to address
many transportation and taxi issues.
Pursuant to Section 1 (g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai' i, this written request is submitted with my approval that the above-referenced matter be
waived from the committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be refcrrcd to the Committee on
Finance for placement on its future agenda.
