County Council of Hawaii:
Thank you for allowing me to present this testimony regarding Bill 78.
I am in favor of the concept that BIII 78 represents.
Having open land for recreational activities is a good idea as long as the
properties are available to the general public. However, I am of the opinion that
2% taken from the real property tax collection is steep. Other issues that come to
mind are the administration and maintenance of said properties as well as
access to these properties by the public.
We could use better beach access as we have too few parks in the West Hawaii
area. The access roads to the beach parks we do have now are poorly
maintained.
I hope this bill can be re-worked and a compromise reached. Once land for free
areas and parks diminish it is doubtful that these lands will ever be made
avalable for future generations and we would have lost something of great value
as people of the Big Vsland.
