My family and I aze residents of the Kaawaloa Subdivision in Captain Cook and I am here today to testify in favor of Agricultural Project Districts (APD) as a new Chapter in ow Platttting Code. I was born and raised here in Hawaii and have been a resident of South Kona for 23 yeazs. I believe that the stipulation that lot owners within these types of subdivisions be required to dedicate 85% of his or her lot to agricultural use and the low impact infrastructure inherent in these districts maintain the rural atmosphere that ealsts in my community. However, the APD Application relating to the development adjacent to my property, which you aze voting on today as Bill 129 goes beyond these guidelines. The use of the access road for this subdivision is not limited in any way within the application and the developer/applicant, Christopher Nome, has recently stated that that access road will Nina- additionally be used by eigl:E five-acre lots he owns abutting the APD. These five acre lots aze outside of the Agricultural Project District and, with the use of Ohara Zoning Laws, would put this access road to use tt is not designe for. Bill 129 is the first Agricultural Project District Application to come before you. You have an opportunity to make swe that this project will uphold the letter and the spirit of this new zoning law. It is imperative that you add a stipulation that use of the access road be limited to the residents of the Agricultural Project District, as well as those it currently serves.
